In Her Majesty's Service: Creating Amazing Requirements in the Public Sector

Shawn Stevenson is a Senior Business Analyst and Senior Project Manager at ESTI Consulting. He also teaches ‘Elicitation and Managing Collaboration’ and ‘Requirements Lifecycle Management’ at for the U of R Centre for Continuing Education Business Analysis program. He’s also taught business analysis courses to organizations in Kenya. Before finding his way into consulting and public service, Shawn studied at St. Thomas University and McGill University.  In 2017, he was named one of CBC Saskatchewan’s Future 40 leaders and change makers.

Originally given at the global IIBA conference, “Building Business Capability” in Las Vegas – this interactive presentation focuses on the unique challenges of managing requirements within a public sector environment. Emphasis will be placed on how managing quality requirements can enhance customer experience for citizens who receive government services.  This presentation advocates for the role of business analysis within public administration as key skillset to ensure that the ‘voice of the customer’ is the driving factor in designing, enhancing and optimizing government programming.  It concludes by proposing a set of best practices for managing requirements that are tailored to unique dynamics within the public sector.

Shawn hopes to convince the audience to believe something he knows to be true – the best public sector business analysts live in Saskatchewan!
